I think you are confusing Roy Williams the safety with Roy Williams the receiver. The Cowboys released the safety Roy Williams (he was their 1st round pick in 2002). They still have Roy Williams the receiver--the one they gave up all those ridiculous picks for to the Lions. They are hoping that he will be their #1 receiver.
I think JJ would be shot if he released Roy Williams (WR).
